Tulle Valance-Use a plain white rod, pick the length and secure the insert section with heavy tape. Wrap the tulle around a piece of cardboard (measured at half the length you want the tulle strips). I cut my cardboard 8" making each strip 16". Wrap a roll of tulle around & around cardboard then cut through the layers of tulle at the top of one end of the cardboard. Start at one end tying 2 to 3 layers of tulle on rod with the knot on the front. Separate the tulle and fluff out.
