Rocky (and the sequels, of course.) The statue is at the base of the Art Museum steps. Evidently, the Museum feels that "a movie prop" is not art, but came to a compromise with the city to place it there, as it attracts so many tourists.
It is a sculture of the fictional character Rocky Balboa, made famous by the movie Rocky. It is still in Philadelphia today.
